Orthanc

Orthanc aims at providing a simple, yet powerful standalone DICOM server. Orthanc can turn any computer running Windows or Linux into a DICOM store (in other words, a mini-PACS system). Its architecture is lightweight, meaning that no complex database administration is required, nor the installation of third-party dependencies.

MicroDicom

MicroDicom is application for primary processing and preservation of medical images in DICOM format. It is equipped with most common tools for manipulation of DICOM images and it has an intuitive user interface. It also has the advantage of being free for use and accessible to everyone.

Laitek

A very extensive DICOM validation toolkit with a wide variety of tools and simulators to setup a fully working simulation environment of modality, PACS, and RIS support.

Dicoogle

Dicoogle is an open source project to develop Medical Imaging Repositories using Indexing System and P2P mechanisms.

DicomCleaner

DicomCleaner is a free open source tool with a user interface for importing, "cleaning" and saving sets of DICOM instances (files). It can: Import files from a CD or the local hard drive or a shared network drive or any other media, with or without a DICOMDIR, Query and retrieve from remote DICOM devices, "Clean" the DICOM "header" of a selected set of instances, Blackout burned in annotations in the pixel data of the cleaned files, Export the cleaned instances to a folder with a DICOMDIR, which can be burned to a CD or DVD, Send the cleaned instances over the network to a remote DICOM device

DCMTK - DICOM Toolkit

DCMTK is a collection of libraries and applications implementing large parts the DICOM standard. It includes software for examining, constructing and converting DICOM image files, handling offline media, sending and receiving images over a network connection, as well as demonstrative image storage and worklist servers.

DCM4CHE.org

dcm4che is a collection of open source applications and utilities for the healthcare enterprise. At the core of the dcm4che project is a robust implementation of the DICOM standard. The dcm4che-1.x DICOM toolkit is used in many production applications across the world, while the current (2.x) version of the toolkit has been re-architected for high performance and flexibility.

Conquest DICOM

Within the EC Conquest project, a full featured DICOM server has been developed

CharruaSoft Free DICOM Tools

They provide TestSCU for testing and troubleshooting DICOM communications. Service Class Users SendSCU and PrintSCU. WatchDog, a monitoring application that sends DICOM echo-verification messages to remote servers, in case one of them does not answer it will send an e-mail alarm to a list of pre-defined Contacts. A WADO Client to view images from any WADO compliant PACS with minimum configuration. No need for static IPs or any configuration setup on the PACS side. It can use both full DICOM and JPEG images. And finally a Lite Viewer for including in DICOM CD/DVD. It will list all studies within the media and open them with a complete DICOM viewer, with zoom, pan, window/level, measure tools.
